CSC Appoints Chief Clinical Officer Carolanne Jones-Leco, Chief Operating Officer Jessy Miller

President and CEO Christopher Boyle has announced two leadership promotions: Carolanne Jones-Leco as Chief Clinical Officer, and Jessy Miller as Chief Operating Officer, overseeing programs at Children’s Service Center, Robinson Counseling Center and Conyngham Primary Health Care Center.

A CSC employee since 1988 and vice president of programs since 2021, Carolanne Jones-Leco will oversee all behavioral health clinical operations. She has extensive leadership and program experience across community and school-based behavioral health, intensive behavioral health services/ABA, family-based services, adoption/foster care, crisis intervention, residential programs, and trauma-informed care. A licensed clinical social worker with an outpatient therapy practice since 1998, she is certified in clinical social work, grief counseling, and disaster crisis outreach/referral.

Jones-Leco has been an active participant with the Rehabilitation & Community Providers Association since 2006, where she serves on the Children’s Steering and Annual Conference committees. She earned a Master of Social Work from Marywood College and graduated from Mansfield University with a bachelor’s degree in criminal justice.

Jessy Miller previously served as vice president of programs since 2021, and launched the Substance Use Disorders Program in 2018. He will oversee daily organizational operations and facilities, including the Conyngham Primary Health Care Center/Federally Qualified Health Center, Look-Alike, and outpatient intake/admissions and support departments with executive oversight for the substance use disorder and blended case management programs. He was previously project director for the SAMHSA-funded Certified Community Behavioral Health Clinic to improve care access for underserved populations.

A Certified Alcohol and Drug Counselor, Miller began his behavioral health career in 2004 as an adolescent case manager with Bethesda Day Treatment Center/PA Treatment and Healing, progressing as a drug and alcohol treatment specialist and clinical supervisor at Wyoming Valley Alcohol and Drug Services from 2006-2018. He earned with a master’s degree in public administration from Ashford University in Clinton, Iowa, and a bachelor’s degree in sociology from East Stroudsburg University.
